Fuel deliveries cannot legally take place without a Competent Person being on the forecourt. They are classified as the highest risk activities at petrol stations because thousands of litres of fuel are carried to the site during the process. Safe delivery carries a large responsibility, whether you are the owner of the site or entrusted by your employer to oversee the forecourt.
On behalf of the site operator, the Competent Person must ensure that there is no source of ignition or motor vehicle movements on the forecourt. They also must provide necessary information to drivers. These duties must be carried out thoroughly and responsibly. That is why comprehensive training is necessary.

The Competent person online training is a two-hour course with a series of modules that can be completed over a period of time. Available here.
